Does the MOS 17E qualify for the space operations badge? I met a SNCO 17E who said they do but didn’t give any explanation.

You need to have the 3y identifer on your MTOE position. So, yes and no. In my division, for example, there are no space enabler positions, so nobody can get a space badge.
If you get to a unit and are put into a space enabler position, then you serve your requisite time and submit for the badge.
If you get to a unit and are put into a space enabler position, then you serve your requisite time and submit for the badge.
