Do other AFIs or DoDIs exist for interservice transfer other than DoDi 1300 04?

Does anybody know any AFIs concerning interservice transfer of enlisted? I'm attempting to build a case to my leadership of why i got shafted and why i need their assistance in correcting whats already happened.
Scene: i attempted to go from air force to army and was separated with time left on my contract(in air force for approx 4yrs 8 mo, 6yr contract) which would be balanced out by my new army contract. However i was separated in November when my army contract is in march. I was told by the recruiter at MEPs after i signed my contract my unit would need to separate me within 5 days of shipping for basic. I told him oh thats fine ive already been separated with my 368, i have my DD214 right here.(was told thats a failure on my part and AFPC for being separated before even acquiring a contract) He says thats bad, i cant ship unless im still in and i have to be reinstated to the air force. So i opened a case through MPF and AFPC with the Board of Corrections of Military Records. However nobody can contact anybody up there conveniently. Im hoping by providing my prior leadership with proper AFIs and DoDIs theyll be willing to help take action to be reinstated so i can move on with my life.

TL:DR there are no interservice transfers other than those specifically agreed upon between services. You can't simply transfer from one branch to another, you must be separated.
Also, a 368 is not a separation but a conditional release, meaning your component will release you if you're accepted into another.
If you're separated, you are prior service and should be able to ship, but possibly under different rules. Also, that 638 is for release from reserves to go active - recruiters mess that up a lot. You can go active, it sounds like what you actually mean is you have to be released from AD in a certain time frame in order to avoid having a break in service. Especially since you have a 214.
