They have similar roles, but the 25D has more responsibilities.
Most importantly, 17C is an entry level position and they will teach you everything you need as long as you have a base of computer and IT knowledge.
25D is not an entry level MOS and you can't apply for it until you have at least six years in the Army. You need to have a solid networking base and several certs to be eligible to apply for it.

CYBER OPERATIONS SPECIALIST (17C) OVERVIEW
Cyber Operations Specialists conduct integrated and synchronized offensive cyberspace operations by targeting enemy and hostile adversary activities and capabilities. These specialists also conduct defensive operations to protect data, networks, net-centric capabilities, and other designated systems. They are responsible for detecting, identifying, and responding to attacks against friendly networks with other lethal and nonlethal actions that enable commanders to gain an advantage in cyberspace, across all domains.
JOB DUTIES
Provide crucial intelligence and network support that safeguards the cyber domain.
Collect, analyze and report digital data.
Maintain network defense tools such as routers and firewalls.
Evaluate network defense operations.
Respond to incidents in cyberspace.
Surveillance and reconnaissance actions on specified systems and networks.
Conduct network terrain audits, penetration testing, basic digital forensics and software threat analysis.
CYBER NETWORK DEFENDER (25D) OVERVIEW
The cyber network defender performs specialized computer network defense duties, including infrastructure support, incident response, auditing and managing. The cyber network defender also protects against and detects unauthorized activity in the cyberspace domain and uses a variety of tools to analyze and respond to attacks.
JOB DUTIES
Tests, implements and deploys infrastructure hardware and software
Responds to crisis or urgent situations within the network to mitigate immediate and potential cyber threats
Uses defensive measures and information collected from a variety of sources to identify, analyze, and report events that occur or might occur within the network in order to protect information, information systems, and networks from threats
Provides detailed analysis reports as necessary
Uses mitigation, preparedness, and response and recovery approaches as needed.
Conducts assessments of threats and vulnerabilities
REQUIREMENTS
In order to qualify as a cyber network defender, the successful candidate must have:
An SSG, MOS immaterial, with at least four years of experience in IA and IT. This experience must be verified by the personnel development officer

Also worth mentioning , 17c can have an Offensive Or defensive role. 25D is Strictly Defensive

Responsibility would be based on your rank. A 25D focuses on a certain role within cyber. A 17c doesn’t automatically have leas responsibility then a 25D. That will depend on your role and rank as a 17c . A 17c is trained in all aspects of cyber through NSA course and additional training through the army. A 17c could be doing the exact same thing a 25D does or they could actively hacking into another countries network which is a lot of responsibility in my opinion. Certs and years experience aren’t needed to get 17c MOs because the army will put you through a six month long nsa course and provide you with additional 6 months of training through their own schoolhouse . So if your MOs qualified to be a 17c the army knows you got this training and successfully passed. So years of experience and certs not required. Entry level? Yes . Granted that you actually make it through training .
