The Tricare Military Express Scripts Pharmacy keeps changing the formulary on an almost weekly basis. We need help to find out who actually is allowing this to happen, who is actually responsible for watching out for the Veterans at this organization. It seems that every time the contract is renewed we lose more formulary. Is there someone at the Defense Health Agency and Contracting Office watching out for the Veterans, or are they constantly in COST CUTTING MODE Etc. These are hard questions, but the harder question is who is placing Veterans last, especially when their mission is the Veteran. This is a contract and program that I believe requires the President's Attention.

In my humble opinion, I believe the upcoming contract option year should not be renewed and should be put out for re-compete. The emphasis in the RFP is lower costs with increased formulary The contract and re-compete should be moved to a "RESULTS ORIENTED" Contract shop. Those shops are out there, we just have to look harder to find them.

Getting generic medicines from China or India that lack Good Manufacturing Practices, FDA Inspections, Oversight, etc., sounds ludicrous, yet the Express Scripts pharmacy is all in. Fighting to keep taking the same medicine that I have been taking for years because someone woke up and decided to save a few dollars today is ridiculous. How much are they really saving?

Someone needs to actively manage this organization to the benefit of the Veterans.
