1st I associate the term "Bully" with events involving preadolescent and adolescent children...perhaps teenagers, but not adults.

2nd, messing with mail is a federal issue, visit you local post office, speak to the postmaster, make a formal complaint.

3rd words, especially words not spoken only written, only matter if you allow them to.

Lastly; the word Fraud..on a VA letter..I assume implies someone thinks you are not a Vet?..Im guessing the demographic that has voiced that opinion and has access to your mail, post delivery is very small.... Perhaps engage that person in friendly conversation to allay their suspicions. a PII Retracted DD214 would certainly prove your vet status to the naysayer.

If the implied fraud is based on things you have claimed to have done, not just service itself, then you have to decide if proving your truth is worth the effort to the name caller.

By the handwriting it appears that "Fraud" and "Does...." were written by the same hand. If the "Does" is followed with "not reside here" or something similar, the inhabitants of the original address may have written it and not postal employees. "Fraud" may in fact be referring to fraudulent address.

This makes the most sense. Maybe the person it was sent to thought someone was trying to scam the VA.
