Will they ever be allowed to wear one? Pull out your crystal ball as there are many locations (i.e., Kosovo) that are in the same category - should be authorized, but aren't.
While the saying might be, "two out of three ain't bad", it still doesn't fully meet the criteria for the exact reason you mentioned - it hasn't been deemed as a designated campaign (shown in 21-18c of AR 670-1*).
If your question is along the lines of "does anyone know if there is currently any action moving through the Pentagon to approve Egypt as a designated campaign for the wear of a SSI-MOHC?", it's possible that there's something working its way through the system, but looking in the CMH's databases, there doesn't appear to be one under review.

Correction on the approval process
(3) A general or flag officer in the chain of command must request DCS, G-1 approval for wear of the SSI-MOHC. b. Authorization. The CSA authorizes wearing the SSI-MOHC.
