I've never understood why the lower is considered a "firearm" and is the only part of the weapon that is tracked, regulated, and has a serial number. The lower by itself is harmless, unless I pick it up and whack someone on their noggin' with it.

MSgt Steven Holt, NRP, CCEMT-P - I agree and always have thought that. Since the upper actually holds the bolt I guess that should have the serial number by the definition. I'm curious how this will end.
