Still have 16 months, 8 days of Post 9/11 GI Bill education benefits. How do I get an extension or convert it to Forever GI Bill?

I retired in 2006. My time to use the Post 9/11 GI Bill extension ran out but I still have 16 months, 8 days. How do I convert to Forever GI Bill?
