The new guidelines are that you can take an APFT if you want to in order to increase your promotion points. If you don't have a passing APFT you will need to take one for certain things. If you fail you can't be flagged

This latest guidance was only released in the last few weeks. Anyone who take and fails an APFT since the latest guidance has been released cannot be flagged or barred for failing.

SFC Kelly Fuerhoff - Oh yeah, I misspoke. The soldier did fail a run in November 2018 and April 2019, but the APFT he took where he passed the alternate event was in May 2019, not May 2020. Still didn't count. He moved units October 2019.
But in April 2019, the test of record was still the APFT. How can he not be flagged if he failed an APFT while it was still a test of record?
