Wow, there is so much damage that could occur. Some might regard this as an act of war.

Those cables are the keys to kingdom in many countries, especially between major communication nodes in Africa, the middle and far east. Of course, the Chinese would lose access to the regions as well. It just depends on who is more data bandwidth dependent.
