I'm sure there are stories of veterans sacrificed their lives in battle that in most peoples eyes deserved the Honors but didn't. So what are the guidelines for someone to be deemed worthy of Medal of Honor?

This shows the process but it does not explain the metrics involved in selection criteria. I have always assumed that there are more possible candidates but get downgraded to the service cross instead.
