From least to worst: MC, Navy/AF tie, Army. All pale in comparison to the United Nations. 99% bureaucracy and no real mission. That said, you'd have to take a look at certain portions of the services to see even more bureaucracy for a reason. Navy and AF anything strategic asset has a huge oversight mechanism. Navy submarines and the "Subsafe" stuff is onerous for a reason. BTW, much of the DoD procurement structure is driven by Federal Regulation which means all agencies get to share the bloat.

SUBSAFE was Rickover's program to ensure there wouldn't be another Thresher incident wherein an improperly fabricated vent caused flooding and the loss of the entire crew. It's an anal fabrication quality system. We frequently say we have the best subs because we build each one three times. Worked so far but it costs a lot.
