Does anyone know the USCG equivalent of a "Commander's Inquiry" and how to initiate one?

I believe the CG calls it a preliminary inquiry, the commander or the XO assigns a preliminary inquiry offcier (PIO )http://www.uscg.mil/directives/cim/5000-5999/CIM_5810_1e.pdf
That would be the CG version of the Army Commander's inquiry.. Both are initiated by the local commander and the results are returned to that local commander for action or disposition.

As a former Special Agent in CGIS, we infrequently received requests by a command entity to investigate something or someone. There was a precedent suspicion, shall we say, that led to the request. We opened a case and took it from there. Once completed, we met with the requesting entity to render the results of our investigation. I'm not sure if that's where you are specifically headed or what your question involves, but CGIS received investigative requests from units, commands, districts, and the Head Shed!!! I can think of a handful in my twenty years.

LCDR Edward Ayoub - Yes and no. If, as you are well aware, some UCMJ infraction has occurred, there are very specific CG forms which must be filled out and very specific chains of command to follow. These "inquiries," you refer to, not too infrequently, came about as something as covert as a private office consultation. Don't get the idea that it was some sort of nefarious conversation, but rather a closed-ended discussion about something that needed to be cleared up or confirmed before whatever further steps might be warranted would begin to take shape. Does that make sense?

I believe the Commander's Inquiry is an Article 15, Non Judicial Punishment. In the Coast Guard and Navy, it is referred to as a Captain's Mast. A report is made ( maybe something stolen from someone ) It is investigated, then it is then turned over to the CO who will commence a hearing if he feels it is warranted. The Hearing is held and punishment is given ( Usually Restriction and or Extra Duty ).
