If you had the same rater for 90 days or more, then you should get a change of rater NCOER. Whether you will have it "in hand" or not depends on how effective your unit is in processing the NCOER. Very likely that your NCOER will not complete its processing until after your PCS, but you should absolutely expect to see a copy of it before PCSing.

I have 2 weeks after my ALC grad date til my pcs leave starts to move out to my next duty station.

SSG (Join to see) - Given lack of information. Your rating period will be from the through date of your last NCO-ER to when you outprocess/PCS. A Change of Rater ER is completed. Having a completed NCO-ER is a requirement for outprocessing (PAC is required to provide a memorandum explaining why an NCO-ER is not required, i.e., insufficient rating time). If less than 90 days, it will be listed as nonrated time in Block l on your next NCO-ER. What is coded in that Block explains why one was nonrated, i.e., in school, in hospital, on leave, AWOL, insufficient rating time, etc. If in school, the DA-1059 serves as the evaluation for that period one was in school.
NOTE: the ER has changed somewhat since I retired, so this information may be somewhat dated now that NCO evaluations are rated to the day and not to the complete month.
