3 month Change of Rater or should I purposely avoid it?
I am getting ready to PCS here at the beginning of March. I was a 1SG, but after my COR I was moved to the S2 section, which is outside of my MOS (slotted for a 35F4O but I am a 35M4M).
I inherited an absolutely atrocious S2 section. I have, without a doubt, done what I always do and fix a broken section. They now have stuff they are supposed to have, like training schedules, PT schedules, counseling packets, etc. Stuff they never had. It's an amazing turn around. The issue is, if you put that on the NCOER, it just sounds like I'm doing my job, because it's impossible to articulate in a sentence or two. And truthfully I AM just doing my job, it's just the place was messed up when I took over.
However, I took over 4 December. My report date is 10 March. Barely enough time for a COR, AND keep in mind the holidays.
While I have done a TON for this section, quantifying a bunch of excellences will be nearly impossible...especially considering I will be on perm profile so there's no easy excellent that I usually get in PT.
I can affect my NCOER by purposely finalling out on like 1-2 March and purposely forcing a Q code, thereby showing up to my next unit and requiring an extended annual for my next NCOER.
I have seen previous board AARs that say a bunch of short NCOERs is looked upon unfavorably, and I have two NCOERs prior to this as 1SG, both 1/1, ATB, promote immediately, etc.
Would you short the NCOER on purpose to avoid a mediocre NCOER (due to lack of quantifiable things)?

This is just my opinion of course, but if it was me as your gaining rater, I would take a synopsis from your potential losing rater of what you accomplished in the barely or less than 90 days of time and roll it into you next annual that will hit 8-9 months into your new duty station.
And before all the detractors jump on saying you can't do it or it is not beneficial, allow me to elaborate. While I was stationed in Korea back in '99/'00 I was recovering from a surgery I had received before PCSing in and wasn't receiving the proper follow up care as prescribed, my surgeon at FT Sam, a full bird told them to send me to Sam for a continued repair surgery and follow up care, instead of an administrative transfer to Sam and possible return to Korea after care, they cut me PCS orders to Sam as I had done 10 mos and 13 days, so it could count as a short tour. I went to Sam had the surgery and follow up care and actually stayed on via assignment for almost 2 years, now onto the NCOER, I had received a COR 6 months into Korea as my NCOIC from the BN was PCSing back to US, so I had just hit 95 days when my orders to go to Sam came through, I went to BAMC Med Hold for a few months for the Surgery and recovery/follow-up care, then took over as the BAMC PMO, my rater who was the BDE CSM looked at my situation, 95 days of Korea time, 73 days of med hold time, and the initial 5+ months of duty MOS time, and he said that to be fair to me and the Army he would roll it all into my current due annual and work with the various duties conducted, it was done legally and honestly and was accepted and approved by DA, and it didn't have any effect on me when the time came for my 7 board a few years later.
It is all in the perception of the board members overall, but I think that it wouldn't hurt you either way, but that was also 14 years ago, so take it how you see it.

Pardon my ignorance on the 35 Series but will the 35F slot help show you are well rounded? Is there any benefit to having that position on your records?
Unless there was some quantifiable stuff for the new job, I would nix it as well.
