** Edit ** - I fell into the NGAUS trap ... There are 54 states and territories that the National Guard has a presence in, so I parroted that line.

I shall chastise myself and do a wet noodle flog to make amends.

To be fair to him, there are 54 States and Territories ... could have gotten that mixed up (and I know a couple of military leaders who have).

It's not like he said gas was above $5 when he came into office...

Except that there are 55 inhabited states and territories. 56 if you count the federal district.

(50 states, plus Puerto Rico, USVI, Guam, American Samoa, and the Northern Mariana islands).

And that isn't even counting the 11 uninhabited territories like the Jonston atoll or Wake Island.

So no matter what, 54 is inaccurate. 55, 56, 66, or 67 could all be explained. 54? Not so much.

The fourteen US territories are Puerto Rico, Guam, US Virgin Islands, Northern Mariana Islands, American Samoa, Midway Atoll, Palmyra Atoll, Baker Island, Howland Island, Jarvis Island, Johnston Atoll, Kingman Reef, Wake Island and Navassa Island.
