PCS Awards; Resentful of Reclass?

I had a interesting conversation with my NCOIC, prior Infantry, while I am prior Combat Engineer. I was discussing my PCS award which was submitted as a ARCOM but knocked down to a AAM. He stated "If I was still in the Infantry and someone was reclassing i'd likely not give them a ARCOM either. Just how it is." But after I read the bullets for my ARCOM knocked down to AAM and asked if I deserved a ARCOM he said "Yeah thats ARCOM worthy." Has anyone else had a situation when they were PCS perhaps reclassing and felt that the Unit either company, battalion or brigade knocked you down for a non-professional reason? Obviously there could be things on their end that made them make that choice..but somehow I doubt it.
