A while back at a range, in the back of an LMTV someone threw a sandbag onto my IOTV, breaking a sharpie and it leaked on my IOTV.... Is there any way to handle it with CIF? Or am I basically for sure going to have to pay for it?

What SGT Joseph Gunderson said, or at the bases I've been, simply a memo from the commander stating there was no negligence on your part to CIF you might be able to directly DX it without the FLPL.

Talk to you supply NCO/clerk about doing a FLPL. Sometimes, and especially if your command like you and is willing to give you a break, they will sign off on it saying that something occurred during training or something that caused the damage (e.g. in the middle of an FTX you were performing movement under fire and the pen was crushed). Whatever excuse they come up with, if the command signs off on the paperwork you will be able to go to CIF and exchange it for undamaged equipment.
