Can someone PCS for reclassification while flagged?

I don’t understand the guidelines regarding AR 600-8-2, para 2-3. Here is my situation, I re-enlisted to reclassify my MOS under PCS schools. My orders where cut the same day I failed a record APFT. Under regulation I was able to continue my out processing. The day prior to my final out my unit calls me back in along with retention and revoke my orders under the same policy I was allowed to proceed to PCS. Could anyone provide clarification. Rentention was supposedly the authority to revoke or rescind my orders. Yes, within the week I had to reinprocess with my unit, have another CIF issue, reinstate financially regarding BAH, and removing my “PCS” status. I’ve contacted branch and was told I cannot or am not considered for PCS because of physical readiness. Keep in my gaining school/unit was willing to accept my flag because my arrival date was 1 month out prior to my class start date and was willing to fix my physical readiness. Does this sound right to anyone?

APFT failure is a transferable FLAG, so it does not prevent PCS like a punitive or investigation FLAG does. However, an APFT FLAG does prevent you from attending schools.
I think you have found yourself in limbo between your current authority which cuts your orders and the gaining element that is expecting you.
The best answer is to go out and pass the test; that'll make this problem go away.

1SG Healy hit it on the head. While APFT failure is a transferable flag you cannot attend school with a flag. From my time in retention you just gave up your time and may not be offered another date for class because the army did it’s part in getting you a seat but you forfeited it by not being eligible when the time came. Hope you have retention personnel that want to put in some work for you other than that you are now needs of the Army.

Stay positive it may all work out the way you wanted, attitude goes a long way. Great that you are at least learning from this and can advise yours soldiers in the future. Look, 1. They flagged you- that STOPS a personnel actions, promotion, PCS,Schools, etc. 2. Why in the hell you your new unit want somebody else's problem child? A Failure is a Failure in any unit.3. Where you silly enough to think that the new unit wouldn't have scheduled for at least a diagnostic AFPT upon arrival and most schools require it. The problem is not the new unit but going to school and being a failure.

With all do respect SGM, no I was not silly enough to think they wouldn’t have given me an APFT upon arrival, with the given time frame between my arrival date and class start date I have 100% confidence of passing. I was silly enough to believe I had a better opportunity of passing with proper leadership and better guidance when someone was actually willing to help, you know the type of NCOs that would even make yourself proud.

Jay, I hate to tell you, but PT is considered a personal responsibility of the SM. Yes your CoC should have tried to correct your shortfalls. At all the schools I atended, we had 2 days max before taking an AFPT after arrival. RGR School, it is normally the 1st thing. That way the school doesn't waste much money before sending you home in failure for everyone in the CoC to chew on you.
