I still crisply remember the Guard at Kent State killing some protesters. I am ambivalent by their role. Perhaps active military can be mobilized to combat violent domestic insurrection. G. Washington ordered military during the Whiskey Rebellion. I believe this is the only example.

Kent State was a long time ago. The National Guard has augmented civil authority dozens if not hundreds of times since then without similar incident.

The Persian Gulf was *started* to shift the dynamic to get better funding, gear and training, and then 9/11 and the aftermath accelerated the process. Many NG units nowadays are indistinguishable (especially in support units) from their active duty counterparts.
