Following the Commander in Chief’s decision to strike Soleimani, there has been a surge of online jokes pertaining to WW3. Are military personnel allowed to post and/or comment on these jokes?

I don't see why not. We are human like anyone else. There are restrictions in regards to political activities nothing mentioning what you are talking about.

Do you know which regulation for the Army, or DoD, covers what personnel can or can’t say? I’ve never known the concrete rules, but in my experience, many things are frowned upon by peers and superiors.

I’ve always erred on the side of caution with these kinds of things. As service members, we have little to gain from these kinds of things and a lot to lose.

I never publicly support or criticize ANY politician. Criticism can be misconstrued as disrespect and my support of any politician’s actions isn’t necessary. I am simply required to follow lawful orders, my opinion (for or against) isn’t relevant.

That being said, do what your rank (or future rank) can handle.
