Can a Warrant Officer be promoted to an Ensign?

It's possible. If you are referring to a Navy Warrant Officer becoming an Ensign, they would have to switch over to become an LDO (Limited Duty Officer) then compete for a commission as an Ensign. I would recommend contacting the AC Head LDO and CWO Community Manager @ [login to see] (DSN 882).

If you're referring to a Warrant Officer from a different branch, then I would still recommend they contact either a Naval Officer Recruiter and/or call the number listed above.

My God ... I had to have a LCDR, who worked for me when I was at USCYBERCOM, explain the Navy's personnel system before a light bulb went off, but I'll throw 2 cents at it. However, I defer to any Naval CWO or personnel type for a better answer.

If the context of your question is "Can a Warrant Officer become an Officer through promotion?", I believe the answer is no.

Waaay back before all the changes* which affected the personnel structure in the military and/or Navy, it was possible for a limited number of CWOs to be commissioned as an Ensign each year by the Navy, but not in recent history.

On the Army side of the house, there was no such thing as an LDO, as you know. One could apply for a direct commissioner as a 2LT but that had it's own sets of rules. And of course, it depended on whether you were looking for a hip-pocket commission in the reserves, assuming your were already RA, or if you were looking to actually come on board as a reserve officer. Very different set of rules.
