Like most bills this one does not do what the "stated" intent is, but if you look at it close the legislators knew exactly what they were doing when they passed it.

1LT Vance Titus
1959-1962, Venezuela was the destination of choice for European tourists. It was in its first duely electecd government's administration. It had oil money. Great beaches. The Guiana Highlands and Angel Falls. It was a great place to live as a teenager. I graduated from the American highschool - Colegio Americano - in Caracas in 1962. Sadly, the country has gone to hell.
