Then you will remember it took the Russians almost 10-15 years to get this Aircraft Carrier out of drydock initially and look what they ended up with.

When I went on the East Berlin tour in 1985 when I was in the Army. The Russian Army barracks had knee high wild grass around it. Sewage running down the steps in front, gross. Clear to me the system was breaking down then but what horrible conditions their soldiers had to live in. Up close at the war memorials you could see holes they had sewn up in their dress uniforms. Seems not much has changed.
