Can you apply for sanctuary after 18.5 years, even if the unit ignores your paperwork?

Can a soldier apply for sanctuary the the board regardless if unit ignores his paperwork. Such in the case that a soldier that G1 is causing problems and command ignores. Could the soldier go to the board and they send him to an active component to complete 20

I don't know where "the unit" comes into this. You can literally just Google Army Sanctuary and it will take you to the HRC page where it tells you everything you need to know and how to apply.

However, if the reason for leaving active service at the 18.5 year mark was bad enough, then HRC is also not going to approve the sanctuary for the same reason.
