Has anyone had issues with post-separation unemployment benefits under UCX?

I was receiving UI benefits from my home state until they were stopped due to the Military-State Data Exchange System (MSDES) throwing a flag indicating it did NOT have record of my DD-214. I searched for this specific database online but came up luke-cold. Supposedly it's run by a contracted service that acts as an information bridge between the military and state employment benefits offices. The other database that supposedly shows a servicemember's discharge status is the Federal Claim Control Center (another luke-cold search).

I assume you already called and discuss your situation with a counselor at the state employment office and they told you that it was stopped because of a data error in MSDEC (the 'claims' component of MSDES).
There could be many different reasons (most of them because someone fat-fingered in some data) for MSDEC not verifying your information, but the state (they should have told you this) can initiate a query on their side to have the military branch update the information in the system so it doesn't happen again.
All that should be needed on your end is to provide the state with your DD-214 and whatever other documents they required (social security card, etc.) based on policy to push the system from your end.

CW2 (Join to see) - It is an official document. Your situation sounds like the information wasn't entered into the system for some reason.
The Federal Claims Control Center (FCCC) was "Established by the Department of Labor to be the official source of military wage and separation information for states to determine entitlement of unemployment compensation for Federal employees and Ex-Military members." The FCCC is who the state unemployment agencies use MSDEC to communicate claims information to/with.
If the FCCC doesn't have your DD-214 on file, then something happened between the Army and the FCCC* (a copy is sent to them as a matter of routine when it is generated). If a claim is requested and a copy isn't on file, then the FCCC generates a request back to the Department to send a copy. Once received it then sends a message back to the state.
However, the state should be able to process your claim with your copy of the DD-214*
V. Affidavit to Establish UCX Eligibility (from the reference)
Question: When the FCCC does not have a DD 214 on file for a claimant, may the
state establish the UCX claim based on the claimant's copy of the DD 214?
Answer: Yes. When the FCCC response indicates that there is no DD 214 on file for
the claimant, the state may determine UCX eligibility under an affidavit process
using a copy (other than copy 1) of the claimant's DD 214. The state must make re¬
determinations, as needed, if conflicting information is later received from the
military.
Note: The FCCC will still contact the branch of service for the official USDOL copy
of the DD 214, even if an affidavit is used to find UCX eligibility. (See Section VII,
question # 7.)

Thank you again for the concise information, sir. I'll roll this into an email to all involved parties and post updates for the benefit of the greater community. You stated "..a copy is sent to them as a matter of routine when it is generated" - the separations specialist that worked with me at Ft Liberty said they used to manually upload the 214's, but that process is now automated. Herein may be the weak link in the chain.

Update on the above issue with an assist from HRC: Apparently there either was a glitch in TRANSPROC, or the “Print Final” option didn’t go through. The only “fix” I can think of in order to complete the process that Chief Hernandez is needing, was to redo the existing 214 in TRANSPROC. Since there was no “Archive” copy in TRANSPROC, and the only copy in iPERMS is the “Member-4”, not sure the Dept of Labor would accept that. So in order to produce the “DOL-5” copy, this was only viable option. What is needed now though, is for (installation separations office) to complete a “Void DD 214” MFR for and load into Chiefs iPERMS.

Bottom line is anyone looking to get state unemployment benefits under UCX until they secure employment or student status (as in my case) needs to ensure that the Dept of Labor has a copy of the DD214, which should automatically distro to the federal agencies upon separation. The operating word is SHOULD, so check your DD214 and double check that your respective service and Archives.gov also have a copy. An uploaded DD214 hard copy from the servicemember may not always suffice to secure benefits.
