I'm trying to understand your question, but you give limited details. If a soldier wants to use the open door policy they are allowed to, that's why it's called 'open door'. It can be utilized at any time a soldier thinks it's necessary. If anything I would be concerned on why you don't know the reason behind their request.

Doesn't sound like a reason to use the open door policy to me, but if she feels its necessary it's not your place to tell her no. I would advise her that you'd appreciate if she addresses any issues with you first. If her issue should be handled at your level it will only reflect poorly on her by not going to her NCOs first. I wouldn't want her to create a negative stigma for herself in the command by not trying to address it at the lowest levels first.

I feel as though there is more to this story than meets the eye. Regardless, it is her right to use open door. And, she properly notified you that she will do use it.
