1 of 5 Captains cut were Prior Service (or was it 4 of 5 cut were not prior service)

Why is it a big deal that 1 in 5 captains cut from the Army were prior service? Why is it not 4 of 5 captains cut from the Army were not prior service? Or how about 5 of 5 captains selected to be cut were all officers, regardless of their background, that did not meet the requirements for the Army to continue service?

I read this article this evening and thought that I would share. While I know that we can make numbers say anything that we want to validate a position or to quantify a course of action, the article is interesting. Is there a conspiracy to send prior enlisted home to save a few dollars on the other end? I would hope not. Take a read and share your thoughts.
