Thanks PO1 William "Chip" Nagel for an interesting discussion.
Governments have always been trying to break the encryption of other governments since at least the 19th century. The famous cases of breaking Enigma and the Japanese Naval codes in WWII.
I don't remember when hacking became a word and a profession; but, long before that point government agents and contractors have long been employed to make clear what had been encrypted.

Encryption is basically math. Most encryption technology is open to be verified and implemented. I don't think there is a win or lose associated with it.
