The AD directs that "all officers and NCOs will include goals and objectives in furtherance of the commitments outlined in paragrapgh 2 (expounds on the importance of the SHARP program and responsiblities) when completing DA Form 67-9-1 or DA Form 2166-8-1."  When completing Part V, block b of DA Form 67-9, or Part IV, block d of DA From 2166-8, raters will also asess "how well the rated officer or NCO fostered a climate of dignity and respect and adhered to the SHARP Program."

What guidance/performance objectives/goals/quantifiable bullet comments/training/best practices have you established within your unit to implement this directive?

I have already started doing so and I because there is a requirement or standards for what seems so many training and safety, I used the following bullet.

integrated safety, force protection, security and SHARP into everyday operations resulting in zero accidents or violations during rated period

Honestly, I think this is a useless bullet because unless you have a SHARP investigation or complaint then it is going to be a generic, everyone gets the same bullet type of thing. I think it would be more benefical to everyone involved to include if they a) were a SHARP SARC/VA, b)completed their NOVA certification, or c) for the ones that have had complaints. I understand the theory behind this but how is this going to help NCOs if everyone in the unit gets the same bullet. If leaders would use this properly then even if there had not been a complaint, but leader A makes makes commetns that are of the SHARP variety this would be annotated in the NCOER. The SHARP and Safety comments should not be just a check the block but should show how the indivdual NCO/Officer makes changes to the program.

You bring up an excellent point SSG Spratlin.  I would like nothing more than to send all my NOCs to SHARP, EOL, the Safety Course, MRT, etc.  The problem is that is not possible.  Take SHARP for example, the Army is trying to ensure that each BN size element has a SHARP trained individual.  We are constantly trying to send more, but our packets get turned around because we currently "have enough trained in the unit."

With that being said, I believe that you do not have to be school trained to contribute to programs like SHARP and the others that I mentioned.  As long as you are an avid proponent of the program, talk about it regularly to your Soldiers and attend and CONTRIBUTE to the training events, I believe that any leader would be able to quantify a bullet on their NCOER.

For Korea, with our rapid turn around of folks, we conduct a formal SHARP class quarterly and include it informally in our weekend safety briefs.  Additionally, we've recently carved some time out of the training schedule (hard to do here) for bi-weekly NCODP's and Junior Soldier classes and are incorporating yet more EO and SHARP topics, with vignettes and scenarios. As far as the NCOER portion we annotated it on our rating schemes, "within SHARP bullet timelines" that way the rating chain all had one more nudge to include it on the counseling/report.

Thanks 1SG.  I like the addition of the comment for your rating schemes.

My unit implemented the SHARP bullet requirement on all reports immedialty after the directive posted. With SHARP being the hot button right now, why wait to implement such an important bullet

100% tracking 1SG.  I am looking into what other units are doing in an attempt to "add to" what we are doing.  Never hurts to periodically give yourself an azimuth check...
