I've noticed the same thing, and have also noticed long winded statements using KISS.

I can tell you that because of the nature of exactly what you describe, when I get a long email, I will often scroll to the bottom and see if there is a "BLUF" statement!!

Most people don't know how to use it correctly. It should be a short synopsis not the whole situation as well.

Exactly...possibly followed by a brief explanation.
Example:
"BLUF: We need to strive to increase APFT scores Battalion-wide.
It has come to my attention that the Battalion average APFT score is 231. As an Infantry Battalion, physical conditioning is paramount to the mission. During the next 90 days, Commanders and leaders are tasked with striving to increase the APFT score for all soldiers to a minimum level of 270."
Example:

I think where people get confused is that at the end your brief, you are supposed to restate/reiterate your BLUF bottom line statement.
