The new NCOER to be implemented FY16 limits the Senior Rater Profile to only giving up to 50% of their rated NCOs a "top performer" rating. Therefore, if you have 3 NCOs, only 1 would qualify for this rating regardless of the other 2 NCOs overall performance/potential.

As you stated we will only be allowed to give "top performer" to one of them. This forces our hand to really know our Soldiers and what they are doing or not doing. While it may seem "unfair" I have seen many times where the situation was that three NCOs received the same 1,1 among the best, and one was clearly better at leading,working and training Soldiers. I think it will be a great tool to truly separate "the best" of the best.

So what happens if you look at the Platoon next to you and know for a fact that your Soldiers are better performers and now you see that their PLT SGT gives one his (lesser) Soldiers the top block rating?

I never have and never will concern myself with things I have no control over. As a peer, I would talk to the PSG but in the end he is going to do what he feels is the right thing to do.

What happens if this you who gets the short end of the stick? The point being is that I completely agree that the "1/1" has over-inflated the NCOER and its true intent, but limiting the Senior Rater ability to rate each Soldier on their Soldiers' achievement does call for some potential injustices (same as the current system). So are we replacing one fault with another? Having asked this, I also would like to point out that there are better solutions. How about something like, should Senior Raters consistently who exceed who exceed the 50% threshold be candidates for a full audit that would require an extensive audit that requires substantive documentation to justify their ratings?

I think this may become a problem when NCOs are moved around a lot in a Hospital setting. The problem being what if you have a stellar NCO in all areas you are moved to within a hospital setting? I believe there may be some in just done to those stellar NCOs.

MSG (Join to see) On the AF side, it will be the Commander that will hand out the rating, so you are rated against all members of that unit that are the same rank, vs just the people your direct rater supervise.
