Improper taping standards, yet 1st time GOs during the entire course.

I would first eliminate the blame game from your vocabulary. Your first reaction is to blame taping standards. 

So you're never going to get past the marginal 1059 if you're telling everyone how the course "screwed you". Because that kind of thing sticks with you and gives you a stigma.

I would start with ensuring that you are utilizing the skills that you learned in the course in your daily duties in a quantifiable manner that can be used as bullets on your next EVAL.  I would also sit down with the 1SG and CSM and seek their counsel and guidance in this matter.  They may be able to point in a direction that is specific to your unit/MOS.

The NCO is using the skills that he learned in his job and does an outstanding job, however, he has been passed over twice because of it.

I wouldn't necessarily say having that is what is holding him back because the board looks at the total soldier when selecting. Now don't get me wrong it's not great to receive a marginal in any NCOES course even if a functional one but what he has in his records and what his evaluations show would determine his potential for selection. There's a ton of other factors like ERBs, OMPF, and photos that count to include assignment history with a good mix of operating and generating force assignments.
