How do I get my NATO ISAF Medal entered into my MOL?

I deployed as a mobilized reservist to Afghanistan in 2013-14. While I was there, my unit processed my Armed Forces Reserve Medal with M Device, GWOTSM, and SMCR Medal.
Upon my return, I also rated the Afghanistan Campaign Medal, Sea Service Ribbon, and NATO ISAF Medal, but my unit never entered them into my MOL. I talked to them for months about it and all they told me was "It takes time". Of course, they didn't do it.
I transferred units in 2015 and started asking my admin section about it, especially since the awards are on my DD-214. They told me they would enter it in when they weren't busy. Of course, they were busy for the next three years so this past week I finally got my Afghanistan Campaign Medal and Sea Service Ribbon inputted, as well as the Overseas Service Ribbon, which they found out I rated. But when they tried to enter my NATO ISAF Medal into the system, it wouldn't let them. My admin told me it's because Headquarters Marine Corps needs to clear it. I checked the MARADMIN so I know I rate the medal, especially since I was under NATO ISAF in Afghanistan.
What do I need to do to get that award entered into my MOL? Any help would be appreciated, I've been trying for four and a half years to get my service record updated.

print the maradmin listing the unit you were attached to rating the medal and you will need some form of documentation proving you were attached to that unit during the prescribed time period in the prescribed location. Put all that documentation into an e-par.

Did you provide the administrators with a copy of your NATO medal certificate and/or verification roster to substantiate your request? These are required to report the award.

We never got certificates after our deployment, for any awards. Our unit was very sloppy and lazy. For verification rostrrs, couldn't I get that from the active duty unit I deployed with?

Yes, you may try that. However, it is outside of the normal retention standards and they may not have it on file anymore. Also, try contacting people that you deployed with. Check your OMPF to see if the certificate somehow made its way into you file.
