Are Soldiers allowed to roll their sleeves with the camouflage pattern turned inside out (similar to the Marines)?

They can, if their Commander allows them to. This is per DA Pam 670-1, Section 4-8, paragraph D

In my day we could, but that was 42 years ago, so go with more current people state.

Looks great with the USMC uniform but lousy with the Army uniform. Yes, it is up to the command and I say no.
