Both soldiers are active duty, they have completely different chain of commands, different unit, and even different divisions and in no way have influence on each other’s work environment.

600-20 says no. The reg no longer cares about what unit anyone it is in. It only makes the distinction between junior enlisted, NCOs, and officers.
With that being said, if you show up with a marriage certificate, what is anyone going to do?
Just think it through very carefully first. This is not something to rush into.

Where did you read this. DA Pan doesn’t state that. Just that read it. It states those in positions of authority over the junior or those giving an appearance of special treatment. Beside like you said what can they do once it is done. I went thru the process myself years ago (2006) when I married a PFC I had met that was in the G3 for 8th Army while I was a SGT in a J3 shop for USFK. Was no issue I wasn’t her supervisor and was justgiven a counseling to not show favoritism to her whenever I was working with their shop. (Wasn’t hard to do was a jerk to them all)

SSG Lyle O'Rorke AR 600-20 dated Nov 14.
"(2) Dating, shared living accommodations other than those directed by operational requirements, and intimate or
sexual relationships between officers and enlisted personnel, or NCOs and junior enlisted Soldiers."
There are a few caveats to this in following chapters. Also, it doesnt say you cant get married, but as this reads no relationship should be existing for a marriage to form. However, if you do get married, you can be held accountable for any fratrinization that occurred before the marriage. It all boils down to maintaining good order and discipline.

Yes, and, as described, is not a violation of AR 600-20.
