The zone of vulnerability for the Qualitative Service Program retention board that meets in February has been expanded to include some prominent combat arms specialties for sergeants first class of the Active Guard and Reserve (Army Reserve).
In a major change from previously announced policy, Regular Army sergeants first class will not be screened by the QSP board that meets this winter.
The criteria and dates for the next RA sergeant first class Qualitative Service Board will be announced by Human Resources Command in a message to fields units.
The first QSP board to meet in 2015 will meet Feb. 10-March 6 in conjunction with the annual Regular Army and Active Guard and Reserve master sergeant promotion board.
The retention screening for AGR sergeants first class will convene Feb. 10 as previously announced, and will focus on soldiers in overstrength specialties, and specialties that have limited promotion opportunity, or both.
Subsequent screenings for staff sergeants, master sergeants and sergeants major will meet later this year with the fiscal 2015 sergeant first class, sergeant major and command sergeant major selection boards.
The zone of consideration for the upcoming QSP board will include AGR sergeants first class with E-7 dates of rank of Feb. 11, 2011, and earlier, and basic active service dates of Feb. 10, 1990, and later, and who hold one of the following specialties as their primary MOS:
• 11B (infantryman)
• 12B (combat engineer)
• 12H (construction engineering supervisor)
• 13B (cannon crewmember)
• 19K (M1 tank crewmember)
• 25U (signal support systems specialist)
• 88K (watercraft operator)
• 88U (railway operations crewmember)
• 92A (automated logistics specialist)
• 92M (mortuary affairs specialist).
Soldiers in other MOSs will not be considered by the board.
The criteria announced Dec. 29 by the Human Resources Command modifies MOS guidance issued Oct. 22 in MilPer Message 14-313.
Sergeants first class selected by the QSP board may be eligible to request reclassification as an exception to policy, if otherwise qualified for transfer to another MOS.

The draw down is taking its toll on all soldiers. At least the SFCs will be given a chance to reclassify and stay in the military.
Also notice the rank, SFCs most of them probably COMBAT Vets of one or more tours in a combat zone. Here is your experience and first line trainers for young recruits coming into their first units.
The Army only a few months ago sent pink slips to officers (Captains and Majors) of which most were in a combat zone telling them they would not have a future in the Army when they returned to the US from combat.
I wish my fellow brothers and sisters in arms all the best and god bless.

And that is a large part of the problem with these types of draw-downs. You do get rid of A LOT of good experience. Your SSG and SFC really are your experience for training the new soldiers that come into your unit. I fully understand reduction of force and the reason behind it, but every time we have done this it leaves us with plenty of remfs (no offence, those of us in combat arms love ya, just can't admit it all the time!) but leaves the combat arms lacking, both in man power and training.
