Do anyone understand the meaning of second signature for a va claim and how long does it take to receive it?

I talked with 1800 VA a couple of weeks ago who have a second signature completion date of February 23,2019. Now, it has been moved out for a completion date of March 13, 2019. No information is being requested which the VA stated it’s a internal thing. Do anyone have any idea what this means?

The only thing such phrasing connotes to me, assuming I'm right, and that implies a successful claim, is that it might need a second level of review before final approval, of some type, maybe supervisory, that, as well, quite honestly, is as far as my reasoning carries me at the moment, honest, though I'm quite certain the NOVA guys would by all means know, I should think.
