Can a Soldier survive a Negative STAB (Standby Advisory Board) in a Military Draw Down?

I have seen a couple of Negative STAB's now and the individuals did not fare well. They were removed from their perspective promotion list.
One is someone I know personally, a Good Guy who had an unusual circumstance. At least it seemed sketchy. Of course I was not there.
Has anyone seen someone survive a negative STAB and get promoted?

I believe it depends on how much the Chain of Command values the Soldier, I have seen this go both ways; A stellar soldier gets gone and a dirt bag stays on...
