You can get your car to Germany, sure. You're gonna have to go thru a process, though.

You can have a 200 mph car of your choice, why not. However, petrol or gas is very expensive unless you have a rations card for gas. Not sure what gas cost in Europe these days but I'd bet its still double. You might want to consider a VW GTI or something similar. Almost forget, insurance; its not the same as the USA!
