What is the general consensus on the wearing Patrol Cap with the IOTV while in Garrison?

I have seen it at Ft. Stewart, GA and I have corrected Soldiers on this simply because I was always told that the standard was, if you have an IOTV on then you must have your ACH on.

When we were at CST at Ft Polk that was pretty common, but once we mounted up and rolled out the ACH went on.

I don't know why you would be wearing your IOTV in garrison? I have seen the MPs wear their IOTV with patrol cap at the gate but that's about it.

Normal I see it right before the Unit either rolls out to the field or small arms range.
