Here in Europe, the covid19 is creating different policies and procedures. I received an ETP from the PHEO of our clinic that states that my wife and I are allowed to leave post for all prenatal and postpartum care. The ETP was given to our CoC and was accepted. Now CoC wants an additional ETP since the clinic doesn’t fall under our CoC. Is this true? Do we need an ETP for an already established ETP?

BLUF: I think your chain of command is correct. As I understand the policy, an ETP is granted by the Senior Responsible Officer for your organization. If and how those leaders choose to delegate drives how the process looks.

An example is a SM who was TDY CONUS for training when lockdown began. The ETP had to get routed to the SRO for his organization, approved, and then sent to MCOE. The SRO for that organization delegated receipt and processing of those ETPs, but was not the approving authority. Your case sounds like the receiver is approving the ETP, but as your COC pointed out, they dont have the authority to approve it.

All that said, pregnancy related policies have been a focus and I have zero doubt your ETP would be processed quickly. In all actuality its about identifying and mitigating risk both to you and your family.

I currently haven’t dealt with anything like that. My COC only has us make an ETP for non critical things outside of 20 km radius from post. So soldiers are able to go to hospitals for things like prenatal visits if it’s within the range. If it’s outside of that range then you should be okay with just the one ETP.
I’m no expert though, and every unit is doing things how they see fit. Please take what I say with a grain of salt.
