Do you think that that US State Department negotiations on SOFA agreements are done in the best interest of US Military Personnel that are OCONUS?

They better have high ranking military representatives helping in the process. The State Dept mission is immensely predicated on SOFT power. It reminds me of a time a State Dept spokeswoman was asked if Kobani had any significant strategic value, and she said no.
