MAJ Robert (Bob) Petrarca - Major; The GOP will do no such thing. What the GOP will do is change the name and then announce that they are doing this really neat thing for the American people that the Democrats refused to do.
Face it, the easiest way to lose votes is to tell people that you are going to do less for them - but that they will have to pay more for it.
