It means exactly what you said, non available for movement for legal/UCMJ reasons. There are a couple of L codes, it's irrelevant which one you have, you are non available for movement as long as you are flagged. Once your flag is lifted, your LZ code gets an end date and you are available to move again.

Without reading your post, the title alone causes me to answer: landing zone (LZ) EDAS is an airfield at Finsterwadle Germany. Acronyms often mean many different things.
