You can go through your first line leadership, EO rep or submit a Inspector General complaint. Any of those should get the issue addressed.

I would go with a IG Complaint CCing copies to my leadership and my congress critter. But first make sure it is a real officer

I agree they will most likely refer it, but putting the IG and the other in the loop ensures it is handled, not ignored or covered up
