Are E-4 Prior Service AIT students treated as IET?

My friend re-joined the army and just arrived at Fort Gordon to re-class as a 25S, but they are refusing to treat her as an MOS-T. They have looped her in with the IET soldiers and claim it is because she is an E4, but according to AR 612-201 (p. 32-33) she is entitled to the same privileges as permanent party of her same rank.
Is there something I'm missing policy wise to counter act AR 612-201, and if not how do I help her correct this?

It just depends on the location. The CG and the IET location determine what the status will be. Generals are basically entitled to override most regulations.
For instance, when I rejoined the AD as a 68W, there were six companies. Some made the prior service bunk with the IET and some had them separate. Technically, none were wrong

Also, she’s not an MOS-T if she left the army and joined again. She’s prior service and because she’s an E4, she will be looped in with IET because guess what, she’s a prior service reclass, not an active reclass.

That's going to depend on the local policy. When I reclasses to Combat Engineer, I was housed in the same barracks as the IETs but I was allowed to leave after the duty day to go to the PX or even out to town.....as long as I had the permission from the Drill Sergeant. When I came back in back in '08 after a break in service, I reclassed to my current MOS and was housed separately from the IETs. It all just depends.
