We have known hardware deficiencies (specifically artillery range), is there strategy to overcome this? In a direct Peer/Near Peer fight, is US Artillery worth anything?

Russia prioritizes range over accuracy whereas we prioritize accuracy over range. Would you rather scare someone far away but be inaccurate or scare someone closer knowing you won’t miss?

There is a lot to be said regarding WWII. The Russians used quantity over German quality and it was the Russian winter and Hitler's ignorance that beat the Germans. I agree with your assessment.

The US Army, by itself, cannot compete with the Russian Army, Navy, Air Force, and Missile forces. The good news is, we fight as a joint force, and up until recently, we've enjoyed air superiority against our adversaries. This enables very long-range fires from USAF bombers and fighters, and Naval aviation and cruise missiles. Today, especially against peer adversaries, we are not so sure we have the quality and quantity of air needed to ensure (theater-wide) air superiority. So our plans need to be more flexible and focused...to create the local areas of air superiority where the commander's priorities are highest.

In any peer-to-peer or near peer battle, artillery is simply the lowest level of Mutually Assured Destruction.

Given the speed and accuracy of counter-battery fires, the purpose of each side's artillery is to ensure that the other side won't use their artillery unless the target is worth losing the artillery unit involved.
