It means you need to get your Physical done with the VA to see where you will rate (if any) for disability. At least, that is what it sounds like to me. I recommend you contact your SFL-TAP counselor and ask then for specific details.

The moment you were enrolled in the MEB you should have started TAP. It means you are way behind the curve and need to get your life in order. You can't wait until you have discharge orders to start working on the next chapter of your life. Even if you get permanent medical retirement - you won't as an initial termer unless you had a seriously disabling injury - you aren't going to make enough money to just do nothing. You need go start working on what that something is you're going to do

PV2 (Join to see) did the TAP office tell you to wait? I seriously doubt it. The choice was yours. You're going to be a civilian soon and the civilized world doesn't care about why you didn't do something.

You're making the mistake of thinking this is about who is to blame. In about 100 days you'll be out of the Army and nobody in your unit will care who's fault anything is. This is your life, you need to jump on getting it in order now.

You can attend the TAP class before your physical. They are two separate functions. You need to be working with your case worker and PEBLO to ensure you know everything you need to get knocked out. If your unit has a LIMDU coordinator to track folks on LIMDU/Medboards work with them too. Don't wait on people to call you.
