How do household goods and moving work during an ETS to a place different than my home of record and my spouse being in a different location?

So I am active duty stationed in GTMO and I will ETS from here and leave in July to go clear the Army and go on ETS leave. My wife relocated to California as permitted in my orders here. My home of record on my SRB is Maryland, but I want my household goods from GTMO sent to Kansas where we will be settling. I am clearing at Fort Meade MD though since it's close to my Mom and I can spend time with her before going on leave. Is it possible to have my household goods sent to Kansas paid for by Army even though my home of record is Maryland? Will I get reimbursed for my wife moving back from California to Kansas? I got reimbursed for her moving to there.

Your home of records location is where you joined the Army from. That's where the Army will use to base the amount your authorized to ship to. If you exceed the amount it would cost to shop to the place you entered the MEPS at, you will pay the difference.
The Army will pay for two shipments, in this case the Army moving your spouse to your home of record, or that equivalent, plus the HHG. So, if your spouse is moving from CA to KS and not MD, you should not have to pay out of pocket.

The original question is two years old, so it doesn't matter to the original poster, but RP brings this back up (as it just did) and occasionally someone might find this thread while searching for a similar question, so I will point out that your "Home of Record" starts out based on where you were living when you entered the military, but it does not have to stay that way. You CAN get your Home of Record changed while in the service.
Your Home of Record is supposed to be the location where you plan to settle when you leave the military. It has been many years since I changed my Home of Record so I won't try to lay out the details of the process beyond assuring everyone that it can be changed. It is relatively simple if you own property in the location you want as your new home of record, but that isn't absolutely essential so long as you can establish reasonable proof that you seriously consider some other location as your 'home' and really do plan to reside there upon discharge or retirement.
